How about a race with a serious case of "short guy disease" (aka Hockey Dad)

....full offense intended for Paul :)

At the beginning of the game there would be a large number of these small unnoticeable (low signature / free cloak) ships seeded throughout the map.  They would be light weight pushovers.  They would then fling themselves against any big ships or fleets that appeared nearby...set to RAM.  Give them a fairly light weapon loadout and enough of an evasive bonus that they would take a bit of Ord to destroy.
