Glastonbury New Agers camp out at stone circles on your planets, sap the war-willingness of the population with drugs and happy preaching and stuff (consequence: need to spend more money to make ships - natives stop making free engines for your war machines).

Gypsy star caravans. Ancient wanderers, evicted from star system after star system. Get blamed for all the thievery around. All your Tritanium goes missing.

(Actually fair folk are jolly nice people if you actually talk to them!)

Lots of contraband appears in your star system though. And everyone is happy because there are scapegoats around.

reduced native "freebie" weapons/engines/etc?

Perhaps the ship list is the space equivalent of VW capmers, old buses, Transit Vans (vivid colour patterns), gypsy caravans, etc.

These are, in fact, the ships that call at "public space ports" and constitute the low-rent private sector that is only dealt with in abstract in VGAP4.
Perhaps this last "fact" will sell it in NG-land. Public space ports exist, something must be using them.
