This "ship" is a simple way of introducing a valuable object into a game - a way for people to find, fight over and use a
Jumpgate Builder. Its warp signature is very low, so it's easily hidden in a galaxy. Its cost is high, so it is difficult to clone. It has no engines, so once found it must be towed away, but note that it's pretty massive, so it can't simply be towed away by the first scout to find it.
I originally envisaged it as a one use pod, but that would require new code in Host - this is a more elegant solution. To make it as valuable, vulnerable and few-use as possible, it is very vulnerable to weapon fire - note the 100% Soft Spot etc - imagine a B200 probe HYPing in to attack it under tow, to prevent it being used to form a bridgehead. To capture it, transfer 1 crew over. Don't use weapons!
