Possible "doppleganger" Mad Tourist?
As the indestructible transdimensional probe broadcasts
its messageof brotherly love, the colonists pick up the psychobabble
hornswoggling preaching and turn into natives of a random type!!!
So
say one turn 5% of your population turns into Insects (not necessarily
great). Next turn 1% turn into Amorphs (great!). Next turn 12% turn into
Chups (argh!). Etc.
Of course there are side effects to losing colonist
population. You lose Resource Points.
The write up put me in mind of Elmer Gantry. This is a book about a 1920s
Southern US preacher (brimstone, etc).
The "monk" could indeed be a
preacher. This is an other-worldy religion that the Feds (atheists) hate. As
well as the effects Paul suggests (psychic re orientation) the Feds lose
DOUBLE quantities as their secular religion based
on therapy, tranks and
day-time TV is disrupted. Also Fed morale (reflected in happiness) drops in
nearby star systems as they know how bad this is.

Not sure about a NPC thing that specifically has a greater detriment to
one race as opposed to others?

I recall on a trip to the USA I went to Universal
Studios Park. There was a Ghostbusters theater thing. They started then an
inspector chap came on, flipped a big switch off, and said, "I'm from the
Federal Government!"
